The debate in the House of Commons over schools would have occurred when Thatcher was Secretary of State for Education and Science, between June 1970 and March 1974. The speech by a Labour MP directed at Margaret Thatcher however implied that the conservative government was responsible for trash piling up in the streets of London. The "Winter of Discontent" as it became known, occurred under Labour Prime Minister James Callaghan, between October 1978 and February 1979, not when Thatcher was in government.
