The Terminator says that the T1000 can imitate "anything it samples by physical contact". It is then shown imitating things it never touches, like the red-headed prison guard when only his shoe sole made physical contact. It imitates the motorcycle cop's helmet and sunglasses never having touched them. If it can imitate things it sees, there would be no need to wait for physical contact.
