Penn, a student at Sword & Cross, is an office aid and goes out of her way early in the movie to let Luce know that she has access to all the students' records. Later, she admits to having read Luce's file, but then not long afterward, she's surprised to find out the previous day was Luce's birthday. If she had read Luce's file, then it seems unlikely she wouldn't have known about Luce's birthday.
