When Margo and Dr. Lane arrive to disarm the bomb, which is hanging from a chain, the moving floor is still. Yet, when the bomb falls off of the chain and rolls away, the floor is spinning, at a reasonably high rate of speed. The bomb was hanging directly in the middle of the room and when it was released it simply dropped to the ground. As seen, there wasn't enough momentum to make the floor move. That and also the floor didn't spin until after Shiwan Khan pressed the button on the side of his throne.
