If one still accepts the plot of Resident Evil: Apocalypse (2004), where Umbrella nuked the city with a missle to contain the outbreak, then that means that they sent out a missle to the very location where their high ranking Umbrella officials were frozen to wait out the apocalypse, potentially jeopardizing their plan to rebuild the world in their image. If one goes with this film's explanation that the American government sent out the nuclear missle to destroy Raccoon City and not Umbrella, then that still means that Umbrella was developing a very dangerous virus in the same facility where their high elite were frozen, which was also potentially risky. Furthermore, this still means that Umbrella sent out a sanitation team of military commandos to investigate the hive in the first film's canon, and even if Umbrella didn't tell them about their plan to intentionally start an apocalypse, they still could have potentially found the frozen Umbrella elite, also jeopardizing their plans.
