Trevelyan's plan was to steal all the money from the bank of England before destroying London with an EMP blast, thus crippling England's economy beyond repair, leaving Trevelyan and his accomplices rich. This makes little sense as England's GDP would have been completely destroyed in the process, rendering all the money Trevelyan stole worthless.
