The air traffic controllers seem to be at a loss as to where the PanGeneve aircraft is while sitting on the runway. In one shot you can clearly see the control tower in the distance, from where the controllers would obviously have been able to have seen the 727 at all times; and been able to see that the lights were off, the cargo door was open, and there was a van pulled up alongside of it.
