Since the film Stalker by Andrey Tarkovskiy was a production of the Soviet Union it was released in the GDR in 1981. However since it was not regarded as close to party principles, its release was limited and it had been locked away quickly. Therefore there was no chance that it could be shown in the exemplary "Kino International" seven years later.
