Data tells the Borg Queen that her claim to be the Borg is contradictory, as there are no individual Borg. Data previously encountered Locutus, who did indeed have an individual identity. He is also familiar with former Borg such as Hugh, showing that Borg drones do retain some sense of individual identity.
