In most of the world, potassium iodide (used to combat radiation poisoning) is sold in blister packs, not prescription bottles. This is because it is meant for long-term storage and because the pills are fragile and would be easily crushed if stored in a pill bottle. The terrorists would have had such blister packs and not bottles.
