The CIA team are convinced Bourne is a threat to them, yet after they realize he has been watching them through the window, well within sniper range, they still do not close the blinds.They just know he saw them, not that he is within rifle-shot or even that he has a rifle. Since nobody is shot yet, they might reason that if he wanted somebody shot, they'd be shot already.
