When Emma tries to shoot Luke Evans with the pump shotgun, there is just and audible "click" indicating that the chamber was empty. Evans dialogue, "college girls...it's called a pump action" indicates that Emma simply didn't "rack a round" into the chamber. My point is that Emma's mistake wasn't that she didn't "charge" the shotgun with a round, it was that it wasn't loaded in the first place.
