The Coast Guardsman who arrives to rescue the diners is clearly out of uniform. Most obviously, he has a beard, which is not allowed in the USCG. Also, he is not wearing his crow (or any rank) on his cover (cap). Finally, he is wearing a blue plaid shirt beneath his float-coat. (Here's the spoiler) Once the audience learns he is in league with Chef, it makes sense he doesn't know the uniform code.
