When Dr. Lane cuts the wires on the bomb, there is no bare wire showing, but a few seconds later when he twists the ends together, the insulation has been stripped back exposing about a half inch of bare copper wire on both cut ends. He did not have time to have stripped the insulation back to expose the bare copper wire.
