In the finale, Francis Romano and the FBI men are interacting like friends. Francis has been cleared of involvement in any violent felonies such as sex trafficking, extortion, and murder, but no mention is made of the non-violent felonies he was suspected of, such as bank fraud, counterfeiting, and income tax evasion. It is unlikely he would have been given a full pardon for all these things just because he helped turn in Leo Corrigan.
