Il film verte sui legami segreti tra la famiglia del presidente degli Stati Uniti George W. Bush e la famiglia Bin Laden, ponendo l'accento su quelle che, a detta del film, sono state strumentalizzazioni politiche degli attentati dell'11 settembre 2001, con le seguenti campagne militari americane in Afghanistan ed Iraq. Sui legami tra la famiglia Bush e la famiglia Bin Laden, il film cita una serie di fonti che evidenziano come le famiglie Bush e Bin Laden fossero entrambe consociate del Gruppo Carlyle, appaltatore di veicoli militari e oleodotti, che dalla guerra d'Iraq avrebbe tratto grandissimi profitti. Dopo gli attentati dell'11 settembre, la famiglia Bin Laden fu costretta dalla direzione del Gruppo a liquidare le proprie quote. Bush Senior fu Senior Advisor nel Carlyle Asia Board per due anni, e la famiglia Bin Laden nominò nel 1976 James Bath, amico dei Bush, amministratore degli investimenti della famiglia in Texas
