Il tenente Ethan Bishop viene assegnato, per il suo primo incarico, ad un distretto di polizia che sta traslocando. La situazione sembra tranquilla, quasi addormentata... quando gli arrivi, in rapida successione, di un furgone della polizia con a bordo tre condannati a morte e di un uomo sotto shock che sostiene di essere inseguito, precipitano improvvisamente il luogo in una sorta di incubo. Il distretto viene preso d'assalto da una temibile gang di teppisti, legati tra loro da un oscuro patto di sangue, pronti a tutto pur di vendicare l'uccisione di un gruppo di loro compagni da parte della polizia. Gli uomini barricati all'interno della caserma dovranno unire le loro forze per far fronte alla terribile minaccia, superando le reciproche diffidenze per una lotta ardua, forse impari...
