Inghilterra, 1837. La giovane principessa Vittoria, appena 17enne, si ritrova al centro della lotta dinastica per decidere chi sarà l'erede al trono d'Inghilterra. Suo zio, Re William, sta per morire e lei è la sua discendente diretta. L'unica persona a cercare di isolarla è sua madre, la duchessa del Kent. Quando arriva a farle visita suo cugino Alberto, figlio di Re Leopoldo del Belgio, Vittoria sa benissimo che il giovane presto o tardi chiederà la sua mano per assecondare la Ragion di Stato. Ma quanto lei è annoiata dalle bassezze di corte, tanto lui è stanco di essere manipolato e i due ragazzi diventano amici. Prima di ripartire, Alberto chiede a Vittoria il permesso di scriverle ma, nonostante le spinte di suo padre, decide di non tornare a trovarla finché lei non lo avrà invitato a Londra. Quando il Re muore, Vittoria viene incoronata Regina d'Inghilterra e il suo primo decreto consisterà nell'allontanare sua madre dal palazzo e nominare Lord Melbourne come suo consigliere.
