Nel gennaio 2013 la regista Laura Poitras stava lavorando su un film sulle abusi della sicurezza nazionale nell'America post 11 settembre quando riceve una serie di e-mail crittografate da parte di qualcuno che si firma come 'cittadino 4', pronto a rivelare i programmi segreti di sorveglianza di massa gestiti dall'NSA e da altre agenzie di intelligence. Nel giugno dello stesso anno, la Poitras e il giornalista Glenn Greenwald volano a Hong Kong per incontrare 'cittadino 4', rivelatosi come Edward Snowden, ex tecnico informatico della Cia.
