Nominato capo dell'FBI dal Presidente Calvin Coolidge, J. Edgar Hoover è un giovane uomo ambizioso nell'America proibizionista. A farne le spese sono i suoi nemici, reali o supposti, tutti ugualmente ricattabili dai dossier confidenziali raccolti, archiviati e custoditi da Helen Gandy, fedele segretaria che rifiutò il suo corteggiamento e ne sposò la causa. Quarantotto anni di 'azioni' (il)legali, otto presidenti e un sentimento dissimulato dopo, quello per il collaboratore Clyde Tolson, Edgar detterà la sua biografia e le sue imprese.
