The only explanation I have is it's some sort of genetic freak. A mutation- its chromosomes must have been severely damaged at conception. Continual exposure to high radiation levels has created something completely unfamiliar to us.

But why is it so intelligent?

It's conceivable it can use a higher percentage of its brain- and at the same time, be completely psychotic.
