Jason Voight:
[looking over a map of shelters in Phoenix]
How much can these shelters take?
Wayne Lustus:
It varies. What we do is we survey building basements, underground garages, places like that. Then we get emergency releases from the owners.
Jason Voight:
Do you rate them?
Wayne Lustus:
By a protection factor of 1 to 100, based on how much shock and radiation they can withstand. The reds are 75 to 100, the blues are 50 to 75, and the greens and the yellows...
Jason Voight:
Now translate that protection factor in Richter terms. Which ones could hold against an 8-point quake?
Wayne Lustus:
[shocked]
Eight? Only the reds.
Jason Voight:
Don't put people in anything else. Otherwise, you'd be herding them into coffins.
