Una interprete delle Nazioni Unite, Silvia Broome, inavvertitamente ascolta due persone che parlano di un complotto per assassinare qualcuno. Ad indagare sul caso viene chiamato un agente dei Servizi Segreti degli Stati Uniti, Tobin Keller.L'obiettivo ipotizzato è il presidente della Repubblica Democratica di Matobo, Edmond Zuwanie, il quale è atteso per un discorso all'Assemblea Generale delle Nazioni Unite al Palazzo di Vetro, in un tentativo disperato di mettere fine alle accuse mosse contro di lui dalla Corte Penale Internazionale; il suo regime, infatti, è tristemente noto per una crudele politica di pulizia etnica.Allo stesso tempo il fratello di Silvia, Simon, è in grave pericolo, perché tenta di organizzare un importante incontro tra i due maggiori opponenti al regime dittatoriale di Zuwanie, Kuman-Kuman e Ajene Xola.
